What does the Reliability Plan actually cover?

Do I need a Reliability Plan if I just bought a build?
Not mandatory, but recommended. A one-off build ships documented and handed over, so your team can run it. The Reliability Plan is for teams that would rather have us watch it, fix it, and keep improving it, instead of context-switching their own people.
Can I change tiers?
Yes, monthly. Move up or down based on workload. Most clients start on Monitor or Operate and adjust after the first quarter.
Is this a retainer or a support contract?
It is a recurring service with a fixed monthly fee and a defined time/SLA allowance, not hourly billing. Unused build time does not roll over; instead you get the reliability, monitoring, and SLA every month regardless.
